The Universal Service Fund (USF) is a government agency operating under Jamaica’s Ministry of Science, Energy, Telecommunications and Transport, with a mission to expand access to information and communication technologies (ICT) as a driver of national development. Established in 2005 as the Universal Access Fund Company Limited, the organization was created following a Ministerial Order that required all domestic telecommunications providers to contribute a universal service levy on inbound international telephone calls.
